Domoine D. Rutledge

Domoine brings extensive experience in public sector law, governance, and education-focused infrastructure. As a legal and strategic advisor, he has led complex initiatives that align policy, funding, and project delivery for governmental and institutional clients. His background spans K–12 and higher education, with deep expertise in navigating regulatory environments and advancing initiatives that support long-term community outcomes.

As Vice President of Governmental & Strategic Relationships at Westwood, Domoine provides oversight of legal and strategic initiatives while supporting partnerships across public agencies, education systems, and community stakeholders. He works closely with teams to align project delivery with regulatory requirements, funding structures, and stakeholder priorities, helping position programs for successful execution.

Domoine previously served more than 15 years as General Counsel for the East Baton Rouge Parish School System, the second largest in Louisiana, where he advised on governance, capital programs, policy development, labor and employment matters, and procurement. He also brings federal and state legislative experience and remains actively engaged in higher education leadership, supporting boards and organizations focused on advancing educational outcomes and community impact.
