Todd Chalmers, PE
Todd is the Senior Director of Land Development in Westwood’s Richmond office, bringing over 26 years of civil engineering experience, all of which was cultivated at Balzer & Associates prior to its integration into Westwood. Todd has played a central role in the planning and design of residential land development projects across central and eastern Virginia. His portfolio includes notable communities such as Hallsley, Riverdowns, Hickory Hill, and Dogwood Creek subdivisions.
Todd's expertise spans the full project lifecycle—from conceptual planning through to construction—encompassing road design, stormwater management, sanitary and water infrastructure, floodplain analysis, erosion and sediment control, and BMP implementation. His ability to manage complex regulatory processes is supported by his active engagement with federal, state, and local agencies, including his appointment to the Regulatory Advisory Panel of the Department of Conservation to aid in the development of Virginia’s stormwater regulations.
Known for his proactive communication style and collaborative project management, Todd is a trusted liaison between project owners and regulatory bodies. His attention to technical details and ability to anticipate challenges have made him a consistent contributor to successful and sustainable land development outcomes.
