Tom Miller, PE

Tom leads Westwood's Environmental Team, focusing on supporting grid transformation initiatives from development through post-construction monitoring. His leadership extends across solar, wind, storage, data centers, and transmission and substation markets, providing comprehensive environmental services nationwide.

With two decades of consulting experience, Tom is a seasoned environmental professional and engineer. As the leader of the Environmental Services Group, he manages a diverse and growing team, ensuring alignment with Westwood’s strategic goals and fostering a nurturing environment for career development.

In 2014, Tom co-founded Westwood’s Water Resources Service Group. He now focuses on delivering high-quality permitting, wildlife studies, wetland delineations, GIS services, and cultural resources services, aiming to exceed client expectations. His extensive background also includes hydrologic, hydraulic, and water quality modeling in support of land development projects. Tom has contributed significantly to the development of stormwater management rules and guidelines for various governmental bodies.
