In East Baton Rouge Parish, longstanding traffic congestion called for decisive, coordinated action. The Green Light Plan represented the most ambitious roadway improvement program in parish history, encompassing dozens of projects and hundreds of millions of dollars in investment.
As program manager, we brought structure, efficiency, and realism to an initiative launched in a complex, post-disaster market. Our team supported project scoping, budgeting, scheduling, and coordination across multiple agencies and stakeholders, helping the parish navigate rising construction costs and challenging right-of-way requirements.
By resequencing projects, introducing parallel workflows, and guiding early coordination for land acquisition and permitting, we helped compress delivery timelines and reduce long-term costs. Dedicated processes for right-of-way management and public engagement further strengthened program delivery and built community trust.
Today, the majority of Green Light Plan projects are complete, delivering visible transportation improvements across the parish and demonstrating the value of disciplined program management in the public sector.
Rebuilding New Orleans Schools for the Future
Following Hurricane Katrina, the Recovery School District faced an unprecedented challenge of rebuilding a devastated portfolio of schools while responding to the urgent needs of returning students. The scale, pace, and funding complexity of the effort demanded a coordinated program approach from day one.
Our team supported the district through emergency response, rapid construction initiatives, and long-term master planning. Early efforts focused on quickly restoring capacity through new temporary facilities and critical infrastructure, allowing thousands of students to return to school within a year.
